Ex post facto laws are unconstitutional.
Does that apply to foreign countries? Bill of Attainder certainly don't, as there's plenty of laws dealing with specific foreign countries. Also, it's not really ex post facto if it's dealing with China going forward, not turning something they did in the past into a crime. Even in retaliation for what they did, criminal law is a murky area in dealing with foreign countries. It doesn't generally really apply to sovereign states.
