Patent does necessarily mean it works. There are perpetual motion machines that have been patented.

A patent has to demonstrate it’s useful, novel, and not obvious, and the entire process has to become a matter of public record so when the patent expires in 17 years, anyone can then utilize the invention. And then there is the bureaucracy. I think this is a patent for a vaccine against all corona viruses, which is quite a tall order. That means the common cold, too.
