Thank you. The silver lining in this awful situation is that the Chi-Coms will take years to be trusted again. The lack of trade could turn their imperialistic clock back a few decades. I suspect with return of American owned production facilities through tax incentives and direct Fegov relief and increased trade with other Nations, we may come out of this stronger and with better trading partners.

An interesting point is that campaigner Trump was already talking about over-reliance of China goods. He has been proven correct with the Ch-Coms limiting or denying medical and pharmaceutical supplies exports. That will now change.

I'm curious what authority he has to use the 2 trillion already passed for incentives to our own companies to relocate as Japan is doing. Is there enough for that? Or is it all going out to paychecks for the unemployed? Who is accountable for the disbursement of that stimulus?

That's an excellent question that I hadn't thought about. The below excerpt are the key points of an article on it but it only covers the oversight for dispursement:
