Well.. they are wrong in the sense that they have made a blanket statement that is just plain false on its face.
But, the problem is for them that UV (A,B, or C) light will hurt people if it is strong enough to kill viruses rapidly. This is the same problem with people saying Sunlight doesn’t kill viruses and this is wrong too. But, its time on target.
Lots of data out there and there are wants for $60 that kill bacteria and viruses in seconds but they are held close to the target (Less than an inch) which increase the effect 100 fold.
This article is about a very narrow spectrum UV light that can be bright enough to kill viruses in the air or on surfaces and not damage skin or eyes of the people in the space.
