There was a Supreme Court decision in the 1960s that created these situations where large urban centers politically dominate. I wish I could remember the name of it. Prior to this decision many states had state senatorial district delineated by geography not population. An Illinois senator of the time - Dirksen predicted it would cause state like his financial problems.
Dirksen was a great old school republican senator. He was right on the money with this prediction.
