I researched this. From lot of articles yes this research was going on for many years even under Obama. In October 2014, following a series of federal laboratory mishaps that narrowly missed releasing these deadly engineered viruses, President Obama ordered the halt to all federal funding for Fauci’s dangerous experiments.

Then it looks in Dec 2017 the NIHS started it up again. Obama temporary ban on gain of function studies , was shortly lifted in 2016, and only applied to new studies but did not apply to study’s whose funding was approved and already in proceed (grandfathered).

So it was lifted under Trump admin and I doubt if he knows this happened. How did it happen?
