This is the normal progression of medical knowledge and studies (simplified).
1. Initial case report - I tried this on a patient and it worked (or didn’t work)
2. Subsequent case studies (series) - We tried this on a group of patients and it worked (or didn’t work)
3. Randomized double blind studies - We gave this to 1/2 the patients and controlled for as many other factors as possible and it worked (or didn’t work). This is the gold standard for whether a drug works or not and how well etc.

As I understand it, this is a preliminary report report on the randomized studies. That it seems to be working is very good news as many (most) drugs fail somewhere through of these steps. Initial case reports and case series is where we are right now with both remdisivir and hydroxychloroquine. This is the next step.
