President Trump raised the possibility that he could invoke Article 2, Section 3 of the Constitution to adjourn Congress in order to make recess federal appointments, a never-before-used presidential power that Senator Majority Leader Mitch McConnell (R., Ky.) suggested he would not support.
Trump proposed during the White House coronavirus press briefing on Wednesday that we would use his very strong power to exercise my Constitutional authority to adjourn both chambers of Congress.
As the entire US government works to combat the global pandemic, it is absolutely essential that key positions at relevant federal agencies are fully staffed, and were not allowing that to take place through our Congress, Trump explained, saying he had 129 nominees stuck in the Senate because of partisan obstruction.
Congress, currently in recess until May 4, is still having pro-forma sessions in which any lawmaker can object to a motion preventing the president from pushing through vacancy appointments.
The current practice of leaving town while conducting phony pro forma sessions is a dereliction of duty the American people cant afford during this crisis, Trump said. They have been warned.
In a statement Wednesday night, McConnell said he shared the presidents frustration with the process, but admitted that under Senate rules, confirmation processes will take consent from Leader Schumer, suggesting he did not agree with the means proposed by the White House.

Mitch is playing against Trump. Mitch has refused to adjourn the Senate for three full years, in order to block Trump from making recess appointments. The GOP establishment doesn’t trust Trump to appoint people who would meet establishment approval.
Mitch is for Mitch. Just like Linda is. The only think positive for Mitch he ot the judges approved at the turtle speed.
You raise an excellent point: If President Trump must be in the District of Corruption to guide the country through this China Virus crap, why doesn’t Congress need to be present and be in session to pass necessary relief bills, etc and do their damn’ jobs too?!

In private and in public, he has been refusing for three years to adjourn the Senate - no adjournment for three full years. Mitch and the GOP establishment don’t want Trump making his own appointments. They don’t want MAGA people in there.
By failing to adjourn the Senate, Mitch has blocked Trump from making recess appointments.
So Schumer is really the one in charge of the Senate? Why is it that even when the Repubs are in the majority, they still never really have any power?

What difference does it make? Mitch is a swampster. Judge him by his actions - his refusal to allow recess appointments - not by his words either in public or private.
He and Ryan teamed up for two years to stall any money for the wall. And for nearly four years, Mitch has blocked any recess appointments. He’s done a good job of doing the bidding of GOP big donors and establishment who hated Trump from the first.
I’m judging McConnell by all his actions, not just this one.

Because the Senate GOP are RINOS. They don’t want MAGA nominees, they want a check on the kind of people Trump would put in. They accomplish that by making sure he can’t appoint them on his own, through the recess-appointment process.
