Since you’re going to chip everyone anyway, add voter ID data to the chip. No chip, no vote. No voting where the chip cannot be scanned, i.e. mail-in, absentee etc. Only confirmed, verified, citizens of the U.S.A. can vote in U.S.A. elections.
