You totally missed the point of the left-wing article.
“certain business owners can deduct”. Business owners for businesses purposes. It doesn’t give them money in their pocket because this martial law shutdown of businesses is costing them money they need to deduct to even have a hope or prayer of staying in business.
I think a tax holiday would go farther to helping the economy restart than giving chosen groups money we can’t afford. If you were to write one of those “stimulus” checks it would be returned, “NSF.”

The article is way off base. But your idea is good.
Taxes should be forgone, by everyone, to the amount of losses incurred to a government mandated shutdown which should be considered a “taking”.
Pensions and 401 and IRAs get the benefit too.
There is $27 trillion in retirement accounts. Most of which is now down 30%. Declare it all tax free and watch an incredible investment boom.
