Seems to me, the same process used in the past to track and report infectious disease is adequate, also, for COVID.

Epidemic outbreaks are temporary. There is no need for a permanent new government workforce. Dealing with an epidemic outbreak, as an emergncy, should involve many goverment workers being temporarily reassigned to temporary emergency duties. This can take place at every level - local, state and federal.

The pencil pushers can get off their butts and get out there and do the contact tracing. It does not take a college degree to train people for such temporary work nor to do the work that needs to be done. FEMA or CDC can “lead” if they want, also by transferring folks to the effort instead of hiering additional staff.
