What it means is bamboozling someone, or driving a person crazy by psychological manipulation, making you believe what isn’t real. A form of psychological warfare.

Two weeks ago the MSM criticized Pres. Trump for saying the US had done the most Corona tests of any country. They were very concerned about the numbers of tests weighted by population.
Yesterday the MSM breathlessly announced the US had the highest number of Corona deaths of any country. Now the same MSM is *not* concerned about reporting numbers of deaths weighted by population.
