Kinda hard to cut Washington and Oregon out of the power grid...because of all the hydropower we have. Not to mention the Bonneville Power Administration has it’s main distribution center in Portland.
I guess I was just imagining those rolling brown-outs last summer then.
MOAB the power house. It's easy to see, the target can be lased from the surrounded hills. COW does not have a functional air defense system, and when state governments are in rebellion... It will take a few years to rebuild, but the COW government will have long since been "sterilized".
Option B, nuke Portland from orbit.
