the more I think about this, the more I think its just an agreement that none of them will open before the others....you can't have Oregonians rushing into Wash. to buy or vice versa...

I heard a rumor the other day about two indian casinos one in Wash. and one in Idaho....that the Wash. casino had threatened the Idaho casino to shut down or else face a bombthreat.....no kidding...the source seemed to think it was entirely true...
