Yes... I wish President Trump would qualify that it isn't an "absolute" power, but a "legislative" power by virtue of his invoking the emergency declaration for the virus.

I have noticed a tendency for Trump to strive to simplify his answers for the mentally challenged reporters, most of whom seem to have been promoted to WH correspondent without ever having taken and absorbed a poly sci 101 course covering USA government and history 101 USA history. (Not to mention Law 101.)
