Pence is explaining it much better with reference to the emergency declarations than Trump did with the over-simplistic “total.”
There is the concept of "asked and answered."
Just because President Trump said something in a prior week, and then said something less articulate this week that was essentially the same thing, doesn't make it an MSM "scandal" that needs further clarification from the administration.
They only get away with ginning it up because others accept the narrative and play along with it.
