He can write an EO dealing with the executive branch and perhaps Veterans hospitals? Not positive about that. But EOs covering all private sector doctors? I don’t think so but I could be wrong.
Of course FDC and CDC are under Exec branch but I believe they have already said that medication can be used.
Im pretty sure an MD can write a prescription for most any non controlled medication for any purpose they see fit. The only controls they typically operate under are the rules of the clinic, hospital, or other governing board that may oversee their actions, which can vary significantly depending on location, organization size, etc. Its why some of the best, or worst, doctors are those that have their own clinic with little to no oversight by others.
Unnecessary.
They already can be prescribed by any physician in any setting.
This is not controlled by the FDA and it is not controlled by the President.
It is existing law.
