It probably was unintended - and it’s worthwhile to push for Whitmer to correct this and make a small fuss about it, for a variety of obvious reasons.

It was probably intended. You can’t have those home schooled kids showing up the public school collective. The public school collective kids are watching cartoons and vegetating while the home schoolers are doing their normal routine. Communists, such as the Comrade Governor, cannot stand that .... it makes them look less powerful and stupid.
