Your phone has already tracked your movements. If your phone has a battery in it, it is tracking your movements. If your phone is on, the cell towers are tracking your movements.

Police can tell who has driven by a house because the phone tower systems can tell all cell phones who have been within a radius going back several weeks. Your phone, even when in airplane mode or off, will listen to towers and track your position until its turned on. Then it will send its movements to google or apple after its turned back on. So leave your phone home if you wish to not be tracked.

Dr. Johnny Fever was right!

Johnny:
[after hearing the sirens] It’s the phone cops. They know what I did here today.

Venus:
What are you talking about?

Johnny:
They’re coming to get me, man!

Venus:
That’s paranoia, man!

Johnny:
Wake up, sucker, this is the phone company we’re talking about! They see everything, they know everything, they got their own covert police force! I’m probably wired for sound right now! I gotta get out of here!

Venus:
Johnny!

Johnny:
Don’t use my name!!

I doubt it. Too much work with no gain. I mean you will get the API with your first update after they finish. But the actual USING of the API gives them nothing.

Google has been tracking the movements of android users and the movements of Google maps etc for years. Nothing new here.
But then there are ways of stopping that nonsense if you know how.

Does no one simply leave their phone at home anymore? I mean... if you don’t want to be tracked, leave it at home

In these times, its the best option. Just leave the phone at home, the few times you are allowed out. Simple.

From the article, phase 2 coming in the next few months is to built this tracker into the operating system.

Given the totalitarian desires of most tech companies, any “opt-out” will be a placebo making you feel good, but not really doing any opt-out.

“Does no one simply leave their phone at home anymore?”

Tough to call police, AAA, etc., without a phone. The TN back roads I drive are driven by some unsavory characters, and my phone could be my lifeline.

We law-abiding citizens should be free from government intrusion. Parolees, etc. ... fine; track them, but leave me alone.

Aren’t they doing this already?
I live in Greenville, SC and there was just an article in the NYT not that long ago about how Greenvillians have travelled the farthest during this time, and was based on cell phone tracking.
