we have the same problem up here in northern minnesota.
all the big city people ran up to their cabins and cleaned out our grocery stores on their way..
Like prohibition America there needs to be a front store, full of empty shelves for the out-of-towners.
Locals, who the owner knows, are invited back where the necessities are.
There was a bit of that. When the citiots cleaned out the TP isle the owner started hiding some in the back and would ask people he knew were locals if they needed any. but the city people “sorry we are out”
