IMO, start with the eat-in restaurants. Allow 50% occupancy so the diners sit apart, with the clean-up crew conspicuously spraying down the tables. In another month, go to 100%.

Massage parlors and car repair shops have been open throughout this ordeal in California. Hair salons, not so much.
I think if everyone WEARS MASKS indoors and outdoors in densely populated areas, continues with the 6 ft (personally I think it should be 18 ft) distance along with sanitizing work areas and surfaces, things can be reopened slowly, starting with the states which have the lowest CV rates. Sorry NY, you got a long way to go!
A plan for reopening and necessary behavior should have been communicated daily to the American public instead of a “hair on fire” approach the day before it opens, which is likely to be how it will be handled if the past month is any indication.
We can say goodbye this year to going to the movies, sporting events, anything with a large crowd that can become a super-spreading event! Take some lessons from the Spanish Flu!

I am amazed at how the American public are usually a bunch of sheeple, wanting to be told what to do by their government until there is a freaking pandemic, then they don’t want anyone telling them they need to wear a mask and stop shaking hands and put a little distance between themselves and their fellow man for awhile.
Churches should be allowed to have drive-in services or even outdoor services where everyone spreads out. It is clear that being in a mob under a roof is not a good idea RIGHT NOW!

Flu season began last October 1st. The first U.S. coronavirus death was on February 29th so the flu had a 5 month head start.
