Just as the lockdowns were regionally (by County or State) phased in they should be phased out once over the peak death rates considering risk metrics of those allowed to return (age, underlying conditions, BMI, ...).

I have never heard of millions projected to be dead between Feb an April 9th. Do you have a source for that?

I do remember, President Trump said he was told it could be millions over then next year by his experts without Social Distance. Are referring to President Trump saying millions could die when he decided on doing social distancing plan?
We did social distancing to keep it from hitting millions.
I am trusting the numbers that President briefs daily from the White House. He is very wise in choosing who is on this teams and knows what he is doing. He is doing a great job managing the heath and economy of our country.
I only heard the original estimates from President Trump with the Best case at a 100,000 / worst case 240,000 with social distance.
We are down in the new projection models to 60000 something to 87000 by August 4th, because they were not expecting the USA to do so good at Social Distancing.
The new projections are look pretty good comparing the model to today’s numbers.
I think we can reopen in May with some cautions.

President Trump did no close local businesses. It was the State Governors that close local business.
If you want to reopen your local business start with the State level.
People have been moving out of California and New York into red states like Texas for years. If and when the red states open up and New York continues with it's lockdown, it will only hasten the departures.

Government COVID - 19 Response Plan - Phase 2C made STRONG recommendations to all the state governors - that had the following language: "“cancellation of almost all sporting events…performances…public and private meetings …” stay at home ” directives for public and private organizations"
And ANYONE who has ever worked in high-level disaster preparedness knows that DP funding is tied to following recommendations. Do you want funding? Follow the recommendations. It's a lot harder to get the FEDS to fund your assistance when you ignored their recommendations.
Now - I cannot help the fact you do not understand that Phase 2C came from Trump and Pence - but it is there in black and white - and it wasn't just Fauci and Birx - but an entire team of 20 experts - including DTRA. The states are following the FED lead - that is what happens in situations like this. If you have never worked at this level - then I understand your ignorance on such matters.

I have a look and can not find any. It could be hidden in there under all of the bad post. There are people posting conspiracy theories: a lot of Alex Jones stuff, 5G, Bill Gates and other crazy stuff for example.

My Point:
It is still the State Governors decision to close business. South Carolina was one of the last States to do it. He is about to pay for it in the next election.

After reading your statement we should hold President Trump accountable he runs the country.
Let me explain my thinking:
President Trump controls who is on this team and he follows the advise of this team. His team leaders were not approve by congress but put in place by the Trump’s White house to advice. They recommended and President Trump accepted the recommendations. (note: never heard of DTRA see next statement)

Why would President Trump allow Fauci and Brix to brief the American public each day if the data was base on a fake virus (aka not a serious virus)?
If President Trump did not believe all those experts he could have still have said No, he is President. Or maybe I am ignorant on what the President has for real powers?
My Disclaimer before people get mad at the statement above:
I believe President Trump is making the best decisions on the data we have. I believe the projected numbers are falling because social distancing is working better then expected (Americans are following directions better then expected).. I personally believe President Trump and the people he allows to brief the Public daily. I do not think they are lying, and Trump has my vote this November. Maybe I am ignorant for believing that, if I did not believe the President he would not have my vote.

I would be interested if Louisiana still gets funding, they still held Mardi Gras after recommendations to cancel. The same goes for the State of Florida for Spring Break, they did not shut down the beaches or Walt Disney until the outbreak happen in Fla.
