"They" have been doing everything possible to get people out of cars. Bus-only streets, replacing lanes with bicycle-only lanes, etc. Truth is, buses are yucky and crime-infested, and don't easily get you from point A to B. Plus they're a drain of tax dollars.
Turns out that Agenda 21 is unsustainable.
