Letting her license expire merely proves that she doesn’t want to pay money for a license she’s not actually using.
She might be able to get it legit reinstated with a phone call. I checked with VA last week and I can get mine reinstated free by sending a pdf writable form to them, I just can’t do it because you have to print it out and I threw out my old printer. But I could get my license reinstated as “Licensed, but inactive, not seeing patients” for free this afternoon. If I could send that image.
