He complained his ship needed cleaning proving he couldn't even organize his own top to bottom "field day."
The best maintenance mechanics and machine shops in the world and he couldn't figure out how to help himself. He could have set up quarantine stations on the hangar deck. He could have set up watch shifts and rotations to keep healthy people away from sick people. He could have asked to use his planes to fly in testing kits and experts to train his medical staff so he could test everyone on board and isolate sick from healthy.
There is a lot he could have done. And he has a lot of capable and creative folks working for him - officers and senior and junior enlisted. He wasn't on his own. But instead of drawing on the best of himself and his command he disgraced and embarrassed everyone.
Yes and requisitions for medical supplies could have been submitted at the highest priority placing his ship first in line.
The captain sounds like he was running a cruise ship and caring for sick employees. He was not concerned at all with the naval readiness of his ship.
I would like to know how long he has been in command of the Roosevelt, who promoted him to that command, who did his annual Performance Evaluations, what were the findings of those evals, what were the political connections?
The answers to these questions would tell all of us a lot about his fitness to command.
