Cant they still make powdered milk? The farmers could sell to the companies that make powdered milk to be sold to feds for distribution to food banks

Good idea, but you can't change the whole system on a dime. As the article points out, the entire dairy system is optimized around a certain fraction going to consumers, another fraction going to restaurants, another fraction going to schools. The latter two are all shut down and not buying now. I doubt there are enough dehydrators or packages available to handle all the extra milk.
This problem is being played out across the entire production and distribution system in the US. Americans get one-third of their calories from restaurants and that market is all but gone now. So the food we used to get in restaurants has to be purchased in supermarkets. Hence, supermarket volume is up 50%. Think how that ripples up the supply chain - transportation, packaging, production, etc.
