From what I understand, due to the downturn in travel, they were “deadheading” from one port to another. While in transit, they had to stop out at sea to conduct repairs on one of the engines.
And it’s not unusual for ships to be flagged in other countries. Every ship owned by U.S. cruise lines are not even flagged in the U.S., they’re usually flagged in Panama or other such country
