They need time to coordinate the with 'interagency' and for everyone to write a script and talking points for them to follow (ignore), get the eavesdroppers in place, and then they can use that to start another 'inquiry' and start their game all over again.

Yep - gathering a crew to do some actual thought instead of just quips...to massage Joe's shoulders to keep the circulation up, and maybe someone with Mel Blanc abilities to "be Joe" for the senile episodes...obvious he isn't ready or on top of things for any thing he does/says.
I loved when Jared Kushner was talking yesterday...said folks voted for governors/mayors to get folks who had organizational and management capabilities to handle it when bad things happened but too many got the short end of the stick (my paraphrasing) in that department and ended up with inept "leaders" instead...
