Hard to tell from the video...maybe somebody from the area has a perspective on it. They show the locomotive and the ship but not in the same camera shot.
I know the area pretty well. The train tracks run along Harbor Blvd., maybe 150 yards west of the USS Mercy. Not a chanced in hell that the engine could reach the ship.
Said train stopped 250 yrds. short. I think he watched the Naked Gun too many times.
