It's small change compared to Andy Cuomo, who did the same thing with $56 billion he "disappeared" from HUD when he was Secretary in the Clinton Administration. He didn't keep it either, but doled it out to all the inner city political leaders and "ministers" in ghettos nationwide, greasing the skids for his failed presidential run.
They loot the public coffers to spread "good will" amongst their political coconspirators.
