Not necessarily. Most of our nuke subs stay pretty deep, and they don't have normal communication. running an ELF antenna, the only messages they really get are "Surface. Longer message waiting.". By now, I would guess most of them have received some news, but even on the shorter-wave comm systems, data space is valuable so it's likely just a small part of briefing on possible contention with China. And, likely only the top couple of people on board know much.
