Not true. The military has/had stockpiles, as they must be prepared to send troops into malarial areas on short notice. One of the emergency powers that Trump activated was the use of such military medical stockpiles for civilian use. I'm sure that in addition to ventilators, masks, and gloves that drugs are also in the mix.

Plaquenil is unlikely to be a drug the military would stockpile because it’s so old that Malaria has developed resistance against it worldwide ... there are multiple other much newer and more effective drugs against Malaria now ...
