Because the logistics of enforcing the quarantine without the cooperation of the 3 governors would be a complete nightmare. It would be a disaster forcing an unwanted quarantine.

It would be a complete news feast of a feuding president and 3 governors. Trump would have to take control of the National Guard - it would be a complete fiasco from a logistics point of view. Trump made the best decision given the circumstances.
