So how many troops will it take to cut off every road, railroad, river, and any other way to get into and out of New Jersey, New York, and Connecticut?

NEw Jersey would be fairly easy to cut off because it is surrounded on three sides by water.

So how many troops will it take to cut off every road, railroad, river, and any other way to get into and out of New Jersey, New York, and Connecticut? Just shutting down roads, passenger rail and airports will stop almost everyone.

Lots of people on Long Island own boats. Need to shut down the waterways, too.
