It’s only martial law if they have ammo and orders to use it. We always seem to underestimate our adversaries and the challenges we face.

“Shelter in place or else” is, in fact, house arrest where no crime has been committed. Similar to a 48-hour hood in the psych ward “for your own protection” of course.
“Individual Ready Reserve” includes retirees for the first 10 years after their retirement. If they are in medical field they will most likely be called up.
