To the degree infection concerns are a problem and less congressional travel is desirable this points out another thing Congress should have been staying put in DC to accomplish. In appropriate emergencies, eg. nuclear war, Yellowstone going off, plagues it may be physically impossible or highly undesirable for Congress to physically convene for some stretch of time. Presuming enough communications still exist to permit it, remote congressional sessions and voting would be better than none. Exec branch has contingency plans to stay in operation during big disasters, Congress should too. But Congress apparently needs to make new rules on itself to allow that. That has been mentioned by a few reps and senators during this shutdown, but they haven't done their jobs to write and pass the rules. Remote voting probably shouldn't be allowed for normal circumstances nor for trivial personal reasons (eg. Congresscritter wants to attend a campaign rally out of DC and still vote); in just what circumstances to allow it will need some debate. There's no reason committees can't work on it at the same time as the bailout bill.
