I know bar associations are worthless when it comes to unethical lawyers, are the medical ethics groups or state boards any better with unethical doctors?
I don't think they're being unethical.
I think this is a Commie move to restrict the supply to the political commissars and THEIR pals, and screw the docs/their families on the front lines.
