Supposedly the bill doesn't. The provision also applies to the Veep, members of Congress and Executive department heads.

What is forbidden is singling out a person to become a criminal. There laws thjat are literally called private laws, passed by congress, where the beneficiary is a named person.

"Bill of attainder" has a narrow definition.

It doesn't. It also covers Pence, senior members of the administration (sorry, Jared and Ivanka), and members of the House and Senate.
