I am convinced that Ds assign their staffers to write up their agenda into bits of proposed law so that they can be dropped at will into any bill.

The goal is then to create emergency (budget, event, fake popular support, whatever); then this stuff just pops into place at a moment’s notice under the threat of being against solving (crisis de jour).

This being the big crisis, they dumped the whole list. In their game, even if they don’t get all, but get even a few boondoggles in, it’s still a win. Government ratchets upward and there’s always another crisis to make.

Excellent analysis, and I agree.

Explains a lot of things.
