The monumental problem, even with a supposedly "clean" bill is the money will likely not reach the most vulnerable. Agreed. Our governmental bureaucracies are professionals at "dropping the ball".

Agreed. Our governmental bureaucracies are professionals at "dropping the ball".Unfortunately this is all to appease the market and calm the masses. Effectively the virus is going to do what it has to do. Only the private sector will answer the call.
