Whatever the complications are with Fauci, trying to reassure people and speaking in a strictly scientific way are going to conflict.
There are real problems with Fauci's attitude, but the conflict would be there whoever held his job.
Does it have to be so public? That's also a complicated question since a lot of Fauci's personal characteristics are shared by many other scientists and bureaucrats.
There is no need for there to be any conflict. When he speaks at the podium with this President he is NOT speaking to scientists as much as MILLIONS of everyday folks such as us. He can easily and in language we understand state his preference for the FDA way of detail testing to determine the efficacy of Chloroquine and the other medications actually being used NOW to treat the virus.
But he can and should have stated given the dire situation there are others ways this testing can be done to speed up the getting the necessary information and this makes the Presidents idea of using these already FDA approved medications possible at this time (That is after all what is actually happening)

If he is so rigid that he cannot step outside his mindful superior scientific persona then he has no place being any part of the public face of this Administration in this case.
