It would be, if it weren’t an empty threat. The last time there were serious missile barrages in central Israel, the Hamas song celebrating it became an Israeli meme deriding Hamas in song. Send them more medical supplies, I’d bet they use some of it to make IEDs. But their net impact is next to nothing.
the best mitzvot Israel could do is to remove the evil Arabs (say, set up a humanitarian repatriation fund to help them return to Arabia Libya or Syria when its safe there of course)
