Well these letters are out and it was probably Trump operatives that did it. Now everytime Fauci and PDT eyes meet the first thing in Fauci’s mind will be “he knows and he is in a position to make my life miserable”

POTUS certainly knows full well Fouci’s background. He also knows full well Fouci is good at what he does and is using the strengths. POTUS has said several times CDC has failed because it was not geared for germ warfare, but that now, it is. In so doing he has noted, with Fouci beside him, CDC was a dinosaur. POTUS knows what he is doing.
Maybe his own budget too as his net worth is estimated at 500 million.
