They’re still gonna have to scale up production and distribution. They don’t want a bunch of people running out willy-nilly thinking the pandemic is “over”, getting sick and creating supply disruptions while they do it.
I imagine every politically competent governor will get manufacturing of at least hydroxychloroquine going in their state, and secure a maintenance dose for everyone who works with the elderly, with diabetics, with heart patients, for EMTs etc. As scarcity fades the market can most efficiently handle distribution.
Education about usage can be handled as quarantines have been.
