No, they are permanent powers now. Before all this, no one in their right mind would allow the government to selectively close businesses due to the flu.

It’s not the flu.

And these restrictions are temporary. At the federal level, except where a border is involved (Constitution) they don’t even have the force of law unless Congress passes an actual bill which withstands Constitutional scrutiny in turn. The measures enacted so far have sunset provisions (I am told, haven’t read them, yet). The states, OTOH, can do as their own Constitutions permit or what they can get away with.
