“What if they decide to juice up the virus already in effect and its now a death sentence?”

Won’t happen. The intent of bio warfare is not to kill, but to make the enemy not want to fight. People in wars are both a tool and a curse. As a tool, they will do what they did before until they are no longer needed or become a threat within the system. As a curse, at some point weapons will not be enough of a deterrent. The act of bioterrorism can range from a simple hoax to the actual use of these biological weapons. And they are simple and do not require loss of soldiers to deploy.

People don’t always want to argue with aggressors. They will compromise to stop pain. Look at WW I and II. In II 34 countries of different political beliefs fell to Hitler due to force and few fought back during and afterwards. If they are sick, to include frightened psychologically, they won’t fight, they’ll just give up. And then be used to make things work for the invader. And Germany had bio weapons even during WW I, tested on people, but never deployed them. But the threat was always there.
