Sacramento California admitted days ago they dont have the resources to track cases and quit. That was days ago. Nice try though.
Singapore also threw every commie they could lay hands on out in the 50s. Theyve done a number of things properly. Its that British heritage, maybe.
The US has a large land mass and you will have local hot spots that need attention, then the hot spots will move as hot spots recover. Like whack a mole. So not 1 size fits all policy will work

Out of the whole privacy thing, we don’t ever divulge who has it so other than that person’s willingness to divulge contacts gets tracked or notified.
IIRC Korea stopped their epidemic by announcing in the neighborhoods who had tested positive.
