They should be offering bounties to US companies that develop safe and effective anti-viral vaccines. Something like, first company to develop a vaccine for X gets $1 Million, next two different vaccines get $500K.
Even if the vaccine is not needed now, getting it through the development and trials stages would allow for rapid production ramp up for a future pandemic.
