Unconstitutional. SCOTUS had a case addressing this issue(I wanna say under Reagan) and argued that it essentially gave the President the power of the purse. (violation of Art. I)

Congress passed a line-item veto during Clinton’s term, but the SCOTUS struck it down.

It was passed into law. Bill Clinton actually used it. Some pork-swilling REPUBICAN Member of Congress did not like seeing his slush fund being cut and he sued. SCOTUS ruled it unconstitutional.
