The Senate bill-— mentioned in the article did pass. It was not this House bill that passed the House last week.
The Senate bill mentioned in the article, of course would never be signed by the President (and it was about the bans having nothing to do, yet,with a virus pandemic. It was about banning Yemenis, and a host of other countries.)
The Senate bill was expedited to SCOTUS, which slapped it down, thus making more difficult to override a non-signature/veto. The article does mix these two bills together but the commonality is demorats... forcing open borders (and some repubs helping them).
